Since TB worked fine only after you moved the position of that line,
it apparently does matter.

Since TB writes the Default into the registry but cannot read it
itself at a later date, there is an internal inconsistency which leads
to the apparent loss (at least in the user interface) of one account;
the most important one at that.

This would qualify as a bug, but first one question remains: Why did
the chicken cross the road? No, wait, it was another unanswerable one:
How did the Default entry end up at the position were it was? If this
were TB's internal problem, I am sure this would have been reported
before. It hasn't. Can you reproduce it, so someone else can confirm?
Also, please let know what Windows version you are using.
