I checked my two folders for TB stuff (actually, there are four when I include the "external archives" (old TB stuff)), and I found that by topic many of the discussions could have taken place on either of the lists (with the exception of the beta- list)...
By ideal, there is a border between Newbies and Cluebies, but in my opinion that border isn't well respected.
