Only if it's a risk. ;) IOW's, ask away, as long as you're not aware
that the question or query is off-topic. With that warm welcome to
ask, we still do encourage those asking questions to peruse the FAQ's
and read the list information pages (the link is at the bottom of each
message from this list). Your question may very well be answered
there.
However:
Starting threads with questions/queries that are *known* to be
off-topic isn't at all encouraged. Yes, some find this list to have a
very friendly and hospitable atmosphere so they may feel encouraged to
ask anything on any topic. I love it when I see this, but I still
can't encourage the initiation of off-topic discussions.
The list is busy enough as it is. Not to mention that there's the well
established off-topic list to fall back on for off-topic needs.
