I think this is Windows XP's security that is causing this. It seems
that the user you're trying to run TB! has doesn't have the
    permissions to access those directories.

You didn't give much detail, but I assume that you installed TB! in
an admin account and are then trying to run it from a restricted
    user account?

Try right clicking the TB! shortcut and selecting 'Run As..'.

Select 'The following user' and type in the username and password
for the admin account you installed TB! in. Does TB! run OK now?

No special instructions are required for installing for a single
    user.

However, if you wish to use TB! in multiple XP user accounts then
you need to know that TB! stores its general configuration data in
HKEY_Current_User. Each XP user account will load it's own
HKey_Current_User hive. As a result, if you install and configure
TB! in one account A and log into another account B, you'll not be able
to use the settings in the previous account A, unless you run TB! as
    the previous user A.

You'd otherwise have to reinstall TB! into the account B. Or you can
log into account A, export the registry key
HKey_Current_User/Software/Rit, log into Account B and import the
registry key into it. In this way you copy one users TB!
    configuration data to the other.
