Anyone with the misfortune to inherit an IP address long ago abandoned by spammers has a huge problem getting off blacklists. Spammers seldom use the same route twice, preferring to use non-blacklisted addresses. In fact, the majority of folks penalised by blacklists are the innocent. My IP address is on the relays.osiris blacklist as a dialup and I am unable to send mail to some folks. Not without switching to use my ISP's server instead of my own.
