Go here and download DrTCP for your specified OS
http://www.broadbandreports.com/front/drtcp.html . It needs no
installation and can be run just by clicking on the executable. Set the
TCP Receive Window to 32767. On the bottom of the screen you will notice
an Adapter Settings section that has a drop down box to select your
adapter. I am going to guess you are running a network interface card.
Select this adapter and in the MTU box enter the value of 1492 (PPPoE
connections require this as is has an 8 bit overhead and cannot be set to
1500 which is what all Windows OS's default too except WinXP which should
default to 1492 if the Network setup is utilizing the built-in PPPoE). Hit
SAVE and EXIT and restart your system.

Further, if you are utilizing a hardware router it should have a setup
option to select your MTU. Set this to 1492 as well.

Indications of too high a MTU setting will manifest themselves by an
inability to send mail and corrupt file attachments with e-mail or through
a chat medium such as ICQ, Yahoo and AIM.

Anyway ..

You can further go to http://www.broadbandreports.com/tweaks (after you
have saved your settings under DrTCP and rebooted your system) and run the
test and see what it reports.

Hope this helps and, again, a PPPoE (Point To Point Protocol over
Ethernet) setup requires a MTU setting of 1492 to allow for the 8 bit
overhead (1492+8=1500(max MTU)) versus PPPoA (Point To Point Protocol over
ATM) which does have this limitation.
