The problem here is that you and I know that the HTML comments are
in the body of the message, but from TB's POV, they are actually in
an attachment.

TB's filter system won't let you look at attachments in that way,
more's the pity. You could take Mike Apsey's somewhat extreme but
clearly effective recommendation to reject all HTML mail out of
hand.
