When programming the drag-and-drop operation, the developer has to say how the drag-and-drop is going to be handled. Probably in TB, the only information is the either an unique ID that points to the message or the whole message structure(message, attachments, flags, color group, etc...). If all you want is the same as copy and paste of the message text, then that's a different end-result than moving the message from one folder to another.
