Remember, the rules in the states are 2am on the 1st Sunday of April
and the last Sunday of October.  Rather nasty in TB for a general
solution - although a bit easier to do in the beta.

What we could use is for Stefan to call GetTimeZoneInformation and
give us access to a %Standard or %Daylight macro.
