That sounds like the classic case of a rules based firewall getting in
your way. So, are you running a firewall and have you checked to be sure
that it's not the one blocking TB!. With the new executable hash checks
that seem pretty standard these days, upgrading TB! will make your
firewall block it. You have to create a new rule for the upgraded TB!
executable.
