TB makes you think it supports an X-Sender header, but it doesn't do
that per default.
You've got to prepare that for TB:
  Options -> Preferences -> Messages -> Message header -> Edit items -> Add
Now enter 'X-Sender' both at display and as RFC header and check
'this field is an address field'

Now the %SetHeader macro performs as expected.
