I don't know if it's Microsoft that started it but it's certainly not only Microsoft e-mail clients that does this.
To add to what you said Marck, simply writing what you wish to say with the original message quoted below is often associated with the entire original message text being quoted.
It's really important that one quotes only what is relevant when participating in discussion groups since it helps to greatly reduce the amount of bytes being passed around with each post. You can quote and format whatever way you like in the private setting. It's actually required in some situations, while in most others, the user has grown accustomed to replying and dealing with that sort of reply. However, on a discussion list like this, it's not acceptable. We also encourage the value of writing your response after quoting the relevant part of original text you reply to. It's a much clearer approach that e-mail makes possible.
I'm using ThunderBird here and realize that it doesn't make life easy for those who wish to quote only the relevant text. It will not quote only the text you select. Additionally, splitting quoted text into parts for replying isn't as easy as with TB!. No wonder top posting and overquoting is so common. You do it and then you get so accustomed to it.
