The buttons are not the same functions we are talking about. One is
"Copy" - clearly about copying text content to the clipboard. The
other is "Copy to...", but I'm not sure where it goes / what it
does. This is probably the reason that nobody has an answer for you
- you're talking at cross purposes. Anyway, this is immaterial since
I have found no way to enable these "Copy" buttons.

The Copy-to and Move-to folder operations are not available on
buttons, grey or otherwise. The solutions have already been posted:

1) Use the shortcut keys
2) Use the "Message" menu options
3) Use the right click menu on the message list of the folder view.
