OK - stripped everything out - uninstall, deleted registry key, moved message 
storage
folder, deleted Program files folder (after uninstall).

Re-installed.

Same problem!

So evidently I have some setting somewhere, some filter somewhere, somethign 
somewhere
that is over-riding the common folder templates.

The question is: where to start looking?
