agreed. However. In my case (the test case) I have a folder called
Sheep, inside and account, which I will call Lists. "Lists" has it's own
settings for where to access mail and so forth.

I also have, among many others, an account to handle my GMail stuff
and its own settings.

With that in mind, I right click the Sheep folder inside Lists and
select 'Move Out'.

Sheep folder appears out at the hierarchical level of Account Lists
and GMail now.

Next I right-click and select 'Move Down'.

Sheep Folder is now underneath GMail account AND pictured above
Account GMX.

Then I right-click Sheep Folder and select 'Move Up'.

Voilla!! Sheep Folder is now a constituent of the GMail Account.

Note now to MAU and you, I can not <Alt> anything and get it to drag.
I can not perform any combinations of <Ctrl> or <Alt> or others while
trying to drag any folder. The folder gets highlighted and that's as
far as she goes. No drag. No movement. No International Sign for the
Holy Grail. No nuttin'.

But I can re-locate folders the slow way as described above.

An unfortunately, for some odd reason, we agree you cannot.
