Either you are specifying the wrong user name for this POP3 account or you are using an incorrect password. And it makes perfect sense that, in such a case, you would be able to send but not receive. Let's assume you are absolutely positive that you have the right password, so we can guess that your new ISP requires a fully qualified account name - i.e. your entire email address. If that's what you are already using then guess the opposite, that you should *not* be specifying the "@domain.etc" portion in the user name field. One thing is certain - when a server tells you "-ERR Unknown user or incorrect password", it means just that - the account name or the password it was just sent are, somehow, wrong.
