This can mean only one thing. Exactly what it says. Either you are
specifying the wrong user name for this POP3 account or you are using
an incorrect password. And it makes perfect sense that, in such a
case, you would be able to send but not receive.

Let's assume you are absolutely positive that you have the right
password, so we can guess that your new ISP requires a fully qualified
account name - i.e. your entire email address. If that's what you are
already using then guess the opposite, that you should *not* be
specifying the "@domain.etc" portion in the user name field.

One thing is certain - when a server tells you "-ERR Unknown user or
incorrect password", it means just that - the account name or the
password it was just sent are, somehow, wrong.
