"Could not export message" seems an odd message when trying to *send* 
a message.

Did you try deleting everything related to sending in the account 
properties and re-entering?

Back things up to make sure nothing is lost if it all goes 
pear-shaped.

Try creating a new "test" account with the same settings. If this one 
sends and receives properly, move all the messages and folders across 
from and then delete the non-working account. Then rename the test 
account as the personal account and check it still works.

Just a suggestion - no guarantees, and even if it works it won't say 
what was going wrong.
