Some background for those not familiar with the IETF:

- not all RFCs receive the same level of feedback
this applies both to working group (WG) docs
        and to independent submissions

- some RFCs are vetted by a "program committee" at a conference level
the PC is the IESG, WG chairs, and IAB
the conference is usually multiple IETF meetings where the
document is presented and discussed in person

- the timescale is a LOT longer than a conference
there are statistics on the IETF website on this
I've had several RFCs that took quite a long time.
