I'm confused. Arxiv is already an open publications platform. What is 
missing that you seek?

If you're missing the review side, i.e., where people can sign up and 
perform reviews, then you need to find, develop, and/or run the software 
needed, or convince someone else to do so.

Again, "just do it".

There's nobody stopping you.

There is also nobody paying you. But you do have all that money you'll 
be saving not registering at conferences, and all that money you saved 
getting reviews more quickly ;-)
