I worked for a CAD company once, lamented the lack of a vector output,
so some developer wrote me a WMF (yes, WMF <grin>) export filter as a
custom over a weekend. It worked fine, within the limitations of the
loosely-defined WMF format. So, that might be an easy option requiring
only a couple of days from a developer.

However, have you considered going IPA (India Pale Ale????) -> PDF ->
EPS?
