Persuade them that printing to PDF using a PostScript process is the best way to go, and it lets them get their stuff on the Web and into a wide array of other applications.

You can make a Word file with a graphic from the start and end of each instruction in the animation, but those are jpgs. There is an export option that will produce these file types: * .pnp (Streamline Presentation Packages) * .u3d (Universal 3D Format) * .pov (POV Scene or Scene and Parts Files) * .mtx (Viewpoint MTX/MTS I'll check with Immersive Design (the makers of IPA) and see if they have any thoughts about the vector output. They're already checking on offering tif output for the Word files.
