There are a lot of security settings in Acrobat 7 Professional (go to
Document --> Security --> Show Security Settings for This Document) to
prevent things like copying text out of the file or altering the file;
you can also hide the toolbars, including the menus and the toolbar
where the search screen appears, but there isn't any way actually to
turn off the "search" feature that I can see.

The only way that I can think of to make this work, off the top of my
head, would be to create the PDF by scanning a printout of the
document as a set of images (make sure OCR is turned off!) and then
locking it down so that it can only be read on-screen.  That way,
there's no "text" to search for.

I, too, am intrigued about why anyone would want to do this.
