Hi Lisa,

This puts a bit of a new spin on things. If files were possibly located
in different places, maybe the problem was with the files you were sent
rather than with what the translators did.

We use a nifty utility for FrameMaker called Archive by Bruce Foster.
Whenever we need to send something to our translators, we use the
archive utility to create a stand-alone version of the manual, and we
send them that rather than trying to recreate our directory structure.
That way, everything the translators need is guaranteed to be right
where they need it.

This won't help you fix the broken cross-references now, but it could
help keep something like this from happening in the future.
