Well, based on what I've observed, that's a common point of view. 

But, why hire people with graduate degrees and offer tuition
reimbursement?

Is it better to hire an MBA with no experience at my employer or to
train a current, well performing employee with three years of
experience?

Why offer tuition reimbursement at all?

Why state in the introduction of the policy that "[This company]
recognizes that our employees' career development is a vital element of
our success as a company and in our strategy to remain the industry
leader."?

Graduate coursework is considered personal, not corporate. It might make
you a better, more well-rounded employee, but that is not how is it
seen. Your taking advantage of tuition reimbursement is not going to
directly help your company make money or help your boss look good. And
that is what you are there for.
