In the graphics world, creating cut ups means taking a graphic and removing something (usually the background), so that just the graphical element itself can be used. For example, if you wanted to take the graphic off of a picture of a button or icon, you'd "cut out" the graphic. This is not something that is done using CSS and HTML, but is instead done using something like PhotoShop.
