I work primarily in the API space, so my audience is mostly programmers, but I do a little end-user work. That said, the last time I perused blue-lines on their way to the printer was around 1997. Since then, I have delivered online help files hooked into the interface, PDFs incorporated into the product's installation process, PDFs and CHMs over the Web, HTML over the Web, and wiki pages, but no paper.
