Here's what to check:

1. Open Explorer.
2. Tools > Folder Options > File Types.
3. Scroll down to XLS and select it.
4. Click the Advanced button. The second entry in the list should be 
Open and it should be bold (if not, we're going to fix that).
5. Select Open and click Edit.
6. The Action field should read: &Open
7. The Application Used to Perform Action field should read:
"C:\Program Files\Microsoft Office\OFFICE11\EXCEL.EXE" /e
8. The DDE Message field should read: [open("%1")]
9. The Application field should read: Excel
10. The DDE Application Not Running field should be blank.
11. The Topic field should read: system

Found a "%1" after the "/e" in Step 7. However, when I removed the "%1"
(leaving the "/e") Excel opened, but it wouldn't open any spreadsheet
regardless of what I did. I kept getting a message stating that the
spreadsheet cannot be found. I ended up running the "repair" application on
the Office 2003 Pro install disk just to get back to my original problem.

The good news is I can open Excel files again, and this being the end of the
year and me having to do resource projections for the next quarter, I think
that is where I'm going to leave it until I have time to redo my entire
system.
