The developer notes section you're referring to is my release checklist. It's pretty specific to *my* development environment so that I don't release broken code (again). It doesn't actually have anything to do with building the source tree for normal use.
My suggestion to everyone is usually "grab the tarball" since the tarball is actually different from the code checked out of svn. I never check in generated code as a matter of policy. However, since you're talking about doing some development, the issue you're running into is because the version of GNU Autogen/AutoOps installed on your system is different then the version included with tcpreplay in the libopts directory. Autogen/AutoOpts is very finicky about versioning. What I would recommend is follow the directions here: http://tcpreplay.synfin.net/trac/wiki/manual#GettingTcpreplayInstalled Specifically the part about using --disable-local-libopts and --disable-libopts-install. This will cause tcpreplay to link against your system version of autogen/autoopts which was used to generate the src/*_opts.[ch] files when you run make (they're not in SVN since they're generated source files, but they're included in the tarballs).
