I had a weird situation where a Dell laptop was showing a green light as if it were charging, but wasn't. It also looked like someone had stepped on the AC cord when it was plugged into the computer. I replaced the power brick, no luck. The weirdest thing is that if you plugged an external monitor into the laptop, the battery would begin charging with the AC brick connected. It was like it needed a monitor connected to complete the circuit. It was under warranty, called Dell, they replaced the motherboard. Working normally now.
