I think it's slightly more complicated for us because our Moodle is
hosted by our SIS provider with which it is integrated.

My goal would be to have all the students, scheduled assignments, and
gradebook cleared out, while retaining all of the courses, resources,
HTML blocks and the like. Right now, the host wipes everything out so
that only the course and teacher are intact. None of the course
topics, quizzes, or resources remain. I have to import all of that
each year for each teacher for each class (and for each section if we
have more than one of anything).

Supposedly, Moodle has a "reset" command which will do what I want,
but our provider says that it won't work with the symbiotic
relationship between the SIS and Moodle.

I'm just trying to find a different way.
