I tried this for a student a couple years ago, but he just didn't have
strong enough voice for it to get the commands right for him.  At the time I
set up the built in feature in windows vista to recognize voice commands and
also convert voice to text.  I think the special ed department even bought a
nicer microphone/headset combo for him to use.  If the student has a
stronger voice it shouldn't be a problem though.
