Did the person with the problem try the Denatured Alcohol?  I would be 
surprised if it does not get it all, and it never leaves any type of residue 
and does not damage the surface like an abrasive would.

This does work, but it doesn't get it all.  There will always be a
smudge/streaks of the permanent color.
