I 2nd Curtis on trying out a Linux breed.
But, if you want to stick with Windows, I'd probably take a look at one
of the WAMP type apps. These will install Apache, MySQL, and PHP, and
usually several mgmt apps with them. I would do this, instead of trying
to manipulate IIS into behaving the way you want.

Also, something to think about when using these WAMP packages. Often
times, out of the box, they aren't exactly secure. You'll want to
review the website and see what they recommend for locking down the
install, changing passwords, etc. Also, some of them don't install as a
service, so you have to login to Windows and launch the WAMP server.
Works great for testing and trial type stuff, but not so good for
production.
Also, don't forget that once you get this rolling, it will work for
playing with Joomla, but also a whole host of other PHP/MySQL apps like
Moodle, and others too numerous to mention.
