It's simple: if you're paying cash, it gets rounded up (or let merchants figure it out themselves and round down as a marketing strategy). If you're paying credit/debit, then it is what it is.
At most it's going to cost a buyer 4 cents per transaction. If they have a problem with it, they can shift to debit/credit purchasing. And by rounding up the cash, maybe it'll help recoup a little of a merchants' costs in credit/debit fees.
