I just did a test on a server that we have here which we have a c: with  <10
GBs of space.  I was able to shrink one partition and then in return help
expand the C: to >10 GBs.  I used the free open source program called
GParted.  Its a live CD that you can download and burn and will work with
any format of drive out there.  I tested it out on a XP box also and I was
able to move around partitions and grow and shrink them as well.  Just keep
in mind when you are doing this that the server will be down during that
time since it is a live CD and runs its own OS off the disk.
