I just finished a project using partition wizard (partitionwizard.com) It worked as advertized but not without issues.
For instance, you cannot do this with Dynamic drives and you can only add drive space from adjacent partitions (partition C: cannot use partition E:'s space) Make sure you are well versed in drive recovery procedures BEFORE YOU START repartitioning.
