Don't you mean that the new forms won't be approved until after the
lobbyists from the big telcos sign off on them and make sure that they
are written in such a way as to make it extremely difficult if not
impossible to contract with anyone but them? Please forgive my
cynicism. My brain has been fried by all of those square waves coming
from all of the political attack ads on my television.

What we were told up in Lake County is that you can still file with the old forms that are available online now. At some point possibly around early December, USAC will switch to the new ones and you'll need to use the new forms after that switch. 470's filed with the old form before the switch will still be valid.
The new forms are awaiting approval by the OMB and won't happen until after the
upcoming election.
