Last year (with the old forms), our local LTC had us write up a shell
tech plan with just the info required for e-rate and have our supt.
sign and file it with our local e-rate files to cover the perjury bit
as we were developing our tech plans.

Then, we had a full plan approved before submitting our 486 to start services.
