I think what this means is that they have excess fiber capacity in the 
ground near you (usually in a ring, they have reasonably good redundancy 
in our area) and that they are subdividing it in a way such that you get 
the benefit of their existing infrastructure if it reaches both locations.

We're a relatively happy TWTC customer connected to their metro ring at 
a location which then goes into an OC-12 long-haul. Good reliability, 
good redundancy, good price. (wow! pick 3!)
