At a certain point you run into a situation where even if you can restore files without indices, it becomes so time-prohibitive that it isn't worth the effort. We have about 500 million files backed up or archived, so even though we probably could restore those files without the index, it would take so much manual effort that it wouldn't be worth the effort preparing for it.
