The FC protocol stack doesn't map directly to the OSI model. Routing
happens at FC-2, which loosely corresponds with the network layer in the
OSI model. This would be equivalent to IP routing and not just
Ethernet-level switching. You've now just exhausted my knowledge of the
subject though. :)

Hopefully someone with more SAN experience will chime in to give more
details...
