Windows has been paravirtualised to work under Xen - it was part of the 
original project at Cambridge. However, you had to have Windows source 
code to apply the necessary hypervisor changes, and about the time that 
Microsoft produced/bought Virtual PC they withdrew the support at Cambridge.

So, you are likely correct that we'll not see Windows support (again), 
even though the code is already written.
