You didn't say what kind of AP you're using. If I am not mistaken, I believe
you're looking for something like a "capture/splash page" for authentication
(something like what T-Mobile used to have @ Borders until a few dats ago).
High end (i.e. expensive) solutions (Cisco) provide a minimal capability for
such. A [long] while ago there used to be a set of solutions implemented in
the FOSS firmware updates (openwrt, dd-wrt ... can't recall which one) of
lower end APs. Google for nocatnet/nocatsplash ... HTH
