When I was doing Red Hat Cluster work, I remember seeing scripts from them to deal w/ STONITH situations. They had them for various PDU's, IIRC. APC, etc. Ahh: there they are: fence_apc, etc http://mirror.centos.org/centos/3/docs/html/rh-gfs-en-6.0/s1-fence-methods.html There was also an IPMI version, too, if you don't have a PDU. And if it wasn't obvious, this was Linux based stuff, and RHEL at that. But look at any kind of cluster system, where they really like hardware based fencing.
