Not if you use SNMP setbulk operations. You can easily set multiple 
outlets in one SNMP PDU (protocol data unit - not to be confused with 
the device that you are setting)

One side note, many of the smarter switch PDUS also permit outlet groups 
and auto-sequencing so you can tell the PDU "if outlet one goes off, 
then also turn off 3, 5, and 7", for instance.
