At least on Linux it does; it uses your username. I still have some file:///-based SVN repos at home, and I believe some of the students use them for some projects (although they may be using ssh+svn as well as or instead of file:///). The big problem with file:/// repos is making sure you get all the group permissions and user umasks sorted out. Although I haven't really gotten many complaints or questions (which suggests that people have figured things out), I'm leaning toward just setting up web-based repos for those projects rather than worry.
