Sorry ; do check the regulator ! If the flyback should
ever have such a short - it would be the first I would have
ever seen in over 40 years. Usually if the winding would get
such a high voltage - all the others would do so. There was
a IHVT I replaced in a NEC and when fired up had arcing
about 7-10 inches long coming out of it !  Vendor sent me a
defective IHVT and the next one he sent me worked OK. Sorry
for letting my "Experience get the best of me !" Maybe it is
because I am working on a set that a hacknician had messed
up royally. Just about to finish it up while I watch the
football game. As for diodes checking OK , got to remember
the meter only puts about 2 volts on the diode and I have
run into many diodes that shorts when more than 3-4 volts
are put on it. You problem has gotta be that 12 volt
regulator unless there is something somewhere else is
feeding the 25 volts to it. 
I fancy my first step would be remove to reg and see if the
voltage goes down to near zero which it should and if it
does not - some more effort needed.
  BTW , does that voltage also come from a STRSxxxx standby
? Check the small filters on the "hot" side of the STRSxxxx.
Famous for partially opening up and the voltages goes sky
high.
