Where exactly are you looking where you are not seeing 8Ks show up? 'show ue-info' is the only thing I'm aware of that is authoritative with respect to currently attached UEs.
We use RADIUS instead of iHSS, however, so perhaps there is something available to iHSS users that I am not familiar with. As far as timestamps go, do you have 'timing time-zone-offset-from-utc' configured on the EPC? If you do, then UE 'attached date' will be correctly offset from UTC per your specification, as will 'ReportedDateTime' for any log entries in 'show notification stream alarms' (though 'eventTime' will still be in UTC). Even tlsyslog entries will be correctly stamped.
