Well, 'people' can mean either Leute or Volk (if I've understood the German words properly). wikipedia explains it: http://en.wikipedia.org/wiki/People But the original template example <http://www.devshed.com/c/a/Perl/Getting-Started-with-the-Perl-Template-Toolkit/>, and Douglas Adams' original IIRC, both used the politically correct singular form I think.
