That message was from 10 years ago.  Template::Manual::Config doesn't
say anything about permissions for cached files, and I can't imagine
any of the other docs would, either.

I think what you need to do is run chmod on your cached files when you
want them to be accessible by anyone else, or do it in a cron job if
you want it automatic.
